  • Navigating Emergency or Crisis Situations

    This navigation tool provides basic information about intervention, eligibility, and referral. 

    If you're using the Navigator App on a phone, turn your phone sideways (landscape mode) to make charts, images, and text easier to see. Use two fingers to pinch and zoom if you need to enlarge any parts of the screen.

    Always follow your agency's internal policies/procedures. Remember to operate within your scope of practice and competency. Whenever necessary, consult your supervisor or request a professional consultation.

  • An EMERGENCY is a dangerous situation that poses an immediate threat to someone's life or physical health. Police, Fire and/or Emergency Medical Services are needed.

  • Emergency or Dangerous Situation

    Safety is #1.  When in doubt, get out BEFORE dialing 911

    • Advise people to leave a building that has a fire, smoke or gas leak.
    • If someone is a threat to others, advise concerned individuals to stay away and move children away from any danger.
    • If a crime has happened, advise concerned individuals to seek safety if-possible.
  • Refer to the Emergency Department

    REMEMBER: a visit to the emergency department does not guarantee access to inpatient care. Most of the time, the ED will stabalize the situation and as soon as the person is safe, they will discharge with community referrals.

  • Dial 911

    Dial 911 together with the concerned individual or advise them to dial 911 on their own. 911 will coordinate with AMBULANCE and first responders.

     

    REMEMBER: a visit to the emergency department does not guarantee access to inpatient care. Most of the time, the ED will stabalize the situation and as soon as the person is safe, they will discharge with a list of community referrals.

  • Extra Steps for emergencies related to MENTAL HEALTH or DEVELOPMENTAL DISABILITY

    WHILE WAITING FOR HELP TO ARRIVE: 

    • Focus on maintaining safety.
    • Mental health emergency- try verbal de-escalation and other coping skills.
    • Behavior emergency- try to eliminate the original cause (trigger) of the behavior. Verbal de-escalation and other coping skills that work with neurotypical youth may be ineffective and can even increase agitation. Instead, suggest offering a favorite food, providing special people or pets, or giving alone time.

  • AFTER managing the emergency

    • If you advised the concerned individual to dial 911 on their own, send a follow-up text or email with detailed instructions, along with your name and contact information.
    • Provide mental health crisis line numbers for ongoing support: Youth Crisis Response: 651-266-7878 or Adult Crisis Response: 651-266-7900
    • Consult your supervisor as soon as possible to review the situation and next steps.

  • Behavior/ Substance Use Crisis

    A behavior crisis is an episode of severe behavior dysregulation that can quickly become an emergency or dangerous situation.

     

    Key Referrals

    Emergency Department

    • This is especially important if you suspect an underlying medical cause such as ear infection, urinary tract infection, severe constipation, or medication reaction etc. 
    • Remind parents/caregivers that the Emergency Department will identify the underlying cause and provide short-term treatment but inpatient care is unlikely.

    Metro Crisis Coordination Program

    • Must have Developmental Disability diagnosis or related condition
    • Must have county case manager (CADI waiver or DD)
    • Crisis respite beds, crisis stabilization, behavioral assessment, caregiver training and service referrals

    • All referrals made to MCCP are subject to approval by the client’s County Case Manager as well as the client’s guardian/conservator. If you are a family member or residential provider, please make sure that you have permission from the Case Manager before making this referral.

  • Mental Health Crisis

    A mental health crisis can quickly lead to an emergency or dangerous situation.

    Moderate to severe symptoms typically indicate that urgent or same-day crisis services are needed.

    Mild to moderate symptoms may indicate that a professional assessment and support is needed. Depending on the individual, these symptoms could indicate that a crisis is coming soon. Risk factors may increase the need for same day support.

    To make the best referral, consider the context, frequency, duration and intensity of symptoms.

    Mental health history and other risk factors may increase the need for crisis intervention services or same day support.

    A SAFETY CRISIS is current or recent threat to someone's physical health or wellbeing that can quickly lead to an emergency or dangerous situation.

    When there is suspected or confirmed child maltreatment, neglect, or sexual exploitation, providers must take immediate steps to ensure the safety of the child or youth.

  • Temporary Placement or Respite

    When temporary placement or respite is needed, always start by brainstorming informal options. Encourage caregivers to identify trusted family, friends, neighbors, or faith/cultural community members who can help with short-term care or supervision.

    A Child with High Behavior, Mental Health or Medical Needs

    Ramsey County Child Protective Services 

    When a parent/caregiver is temporarily unable to care for a child and informal kinship care is not available, Ramsey County Child Protection staff can arrange a short-term, voluntary placement.  This may be especially indicated if the child has high behavior, mental health or medical needs.

    The child may be placed with:

    • A relative
    • A shelter
    • A licensed non-relative foster home

    A Voluntary Placement Agreement must be signed by the caregiver. The agreement is time-limited and intended for situations such as:

    • Hospitalization of a parent/caregiver
    • Exhaustion or caregiver burnout
    • Short-term family emergencies

    Crisis Child Care or Respite

    STAR House (previously known as Ramsey Crisis Nursery).

    • Birth through age 6 can stay for up to 48 hours at a time from Friday until Sunday.
    • STAR House is not able to care for youth with high behavior, mental health or medical needs.

    Together for Good

    • A Christian organization that partners with local churches and trained volunteers to provide respite and temporary overnight care.
    • Together for Good is not able to care for youth with high behavior, mental health or medical needs.

    • If the parent is hospitalized, ask the hospital social worker to assist with temporary childcare arrangements or connecting families to respite and community resources.

     

    Think Outside the Box

    • If a child has high behavior, mental health or medical needs but SIBLINGS do not...  the siblings may be eligible for crisis childcare, respite, or ongoing childcare options. This can give the caregiver a break from managing multiple children while still keeping the child with higher needs at home with supports.
    • Sometimes the best approach is not placing the child, but supporting the CAREGIVER. If the parent/caregiver is experiencing burnout, exhaustion, or a mental health crisis, they may be eligible for short-term inpatient or crisis residence care such as: Regions Hospital, M Health Fairview or Diane Ahrens Crisis Residence. While the caregiver receives treatment, Ramsey County Child Protection can arrange a Voluntary Placement Agreement so the children are temporarily placed with a relative, shelter, or foster home.
    • If ongoing respite is needed... consider a mentor agency for the child and/or siblings such as Bolder Options or Big Brothers Big Sisters. These are not crisis solutions- there are often wait lists. 

     

     

  • Runaway or Unhoused Minor

    First Step: Call 911

    • If a child has run away, advise the parent/guardian to call 911 right away. 
    • The police will enter their child’s information into the National Crime Inventory Center (NCIC) and attempt to find their child.

  • Youth Involved with Child Protective Services (CPS)

    Professionals who work directly with youth (e.g., school social workers, therapists, case managers, youth workers) may sometimes have concerns about:

    • The safety of a CPS-involved child
    • The child’s legal rights or whether they are being upheld
    • Whether CPS, Guardian ad Litem, or youth attorneys are following through on responsibilities

    Tips and How to Support

    Remember that CPS, Guardians Ad Litem, and youth attorneys represent the interests of the child-- not the parent or caregiver. And, a child’s attorney will advocate for the child's expressed wishes, which may differ from the position of CPS or the Guardian ad Litem.

    • Coordinate with Child Protective Services (CPS)
      • For case-related coordination, safety planning, or service approvals, contact the assigned CPS worker or supervisor.
      • CPS represents the child’s best interest (safety, stability, permanency).
    • Guardian ad Litem (GAL)
      • Every CPS-involved child is assigned a GAL, who advocates for the child’s best interests in court.
      • Contact the GAL for court updates, permanency planning info, or concerns about case progress.
    • Youth Attorney and Resources Manager 
      • If a youth is 10+, assume they have a court appointed attorney through Children’s Law Center of Minnesota.
      • Ask the youth or CPS worker to confirm and request contact info for the assigned attorney.
      • Contact CLC for legal advocacy questions or to ensure the youth’s wishes are represented in court. This is important if the youth’s expressed wishes differ from CPS or GAL recommendations.
      • CLC may also provide a Youth Resources Manager to help youth access: Education support, Housing stability resources, Mental health services, and  Other community supports to promote stability and growth.
    • Parent Advocacy
      • If you are working with the CPS-involved parent, connect them with an agency that provides CPS-involved parent advocacy and support such as MN One Stop For Communities
    • Concerns
      • Always document concerns about safety, rights, or missed responsibilities, and elevate through the appropriate channel (CPS supervisor, GAL program, or CLC attorney).

    Children’s Law Center of Minnesota

    Legal Representation for Youth

    • Children’s Law Center of Minnesota staff and volunteer attorneys are court-appointed by Ramsey County to all children who are aged 10+ who enter child protection in Ramsey County, unless there is a conflict of interest. Effective February 1, 2025, this includes youth who are placed out of the home as well as youth remaining in-home on a Children in Need of Protection or Services (CHIPS) petition. Exceptions: CLC representation may shift if there is a conflict of interest.
    • Volunteer attorneys and staff at CLC serve as the child’s voice in court and in planning processes.

    Guardian ad Litem Program

    MN One Stop for Communities

    • Parent Mentors work with parents for the duration of their cases with child welfare and child protection--which can range from six months to more than a year--and help them remain connected with services afterward.
    • Parent Recovery Mentors have experience with both Substance Use Disorder (SUD) and the Child Welfare System.
